I think that this is his guardians fault and they should get the punishment. Obviously most children when they find something interesting they find it at home. The drugs probably came from home, and if that is the case, and the child is copying the actions of someone close to him he needs to be instructed or punished so that way the child knows that what he was doing is very very bad. Also those caring for the boy need to be punished for having the child in that kind of environment. They are just raising the child to grow up and be a drug dealer.
